My career has evolved from electrical engineering, asset data and software towards leadership in digital transformation, information management and data-driven working.
Executive Summary
I am a data-driven leader with a broad background in energy, technology, software development and the public sector. Throughout my career, I have helped organizations improve performance by connecting data, information management, technology and people.
What defines my approach is the combination of strategic insight and a hands-on mindset. I am comfortable discussing organizational development, governance and digital strategy, as well as the practical details of data, processes, applications and technology.
Since 2024, I have been Department Head of Data Management and Archiving at the Water Authority of Delfland. In this role, I work on the further professionalization of information management, data governance, geo-information, application management and digital transformation.
Origins and formation
I was born in 1987 in Kharkiv, then part of the Soviet Union. After its dissolution, my family immigrated to the Netherlands. During the naturalization process, I lived in Bergum, where I learned Dutch and completed the final year of elementary school.
That period shaped my perspective: adapting without losing yourself, learning by doing and staying curious about technology, people and systems.

Study
I studied Electrical Engineering at the technical university of Rijswijk. Besides my studies, I was a member of the student council, taught Dutch to Chinese students and completed an international internship in Cape Town.
Career development
My first professional years focused on asset data, process improvement and data quality. At Enexis, I worked on asset registration policy, digitization of large volumes of asset information and programmes to improve public lighting services.
My focus later shifted towards software, service delivery, sales, business development and general management. At Spatial Eye and Xensor Integration, I worked on international software solutions, commercial strategy, operational quality and technology-driven business development.
At Joulz, these lines came together again in IT leadership, data platform development, Business Intelligence and ERP development.
Current focus
At Delfland, I work on the further professionalization of data management, archiving, geo-information, application management and digital transformation. The combination of societal relevance, historical context and modern information management makes this work meaningful.
My conviction is simple: data, information and technology are not goals in themselves. They should contribute to better decisions, more efficient processes and an organization that is ready for the future.
